Best way to do it is get a phantom like you did and make sure in free mode the traffic is parked cause I always get them when there parked, so when your in free mode go to your phone go to game info and the options and go down to the seventh one and it will say Traffic then under Traffic it will say either Parked, Low, Medium or High.
