no its not suposed to be sallys breakdown because this is the actual movie ive seen the play and its her breakdown moment but they change it they didnt make it up!!! the movie had to think of it!
Well, keep in mind, this movie was interpreted much differently. Some songs were tossed, some were added. It's more like a movie with music, not sung specifically through the songs. The songs were performed in the actual "Kit Kat Klub." Fosse actually cut every song that didn't take place on the stage of the club, excluding Tomorrow Belongs to Me. The story progresses the story, not the music.
I personally feel there is no breakdown of Sally. She "falls" in love, gets pregnant, aborts it, and
then Brian leaves. The story seemed to focus less on the cabaret and more on the uprise of the Nazi party. It ends differently. Instead of the weaving of songs withing Wilkommen, a drum roll is heard and you can see the Nazi armbands overtaking the audience. The lights don't go out, the screen fades.
The stage is such a different medium than movies that they naturally change certain scenes or portrayals. It's common.
I do agree, however, that the song loses some of it's tone in this performance.

She's a fantastic singer, but this song is supposed to be Sally's breakdown, not "Sally sings great and then gets a nice applause".

It is made on purpose. This is a a song about desperation, yet it sounds happy and cheerful, just like everything Liza's character does.
This is all Sally's life is about: singing and having fun, without thinking about tomorrow, because life's too short to be taken seriously.
After all, life is a cabaret.
