Your only recourse is a small claims suit. I've lost a prisoner's property before and paid for it. They simply don't want to do what's right, which is sad.

It's too bad you did have GPS tracking software on the Galaxy phone like Lookout or pushed Plan B to the phone once it was taken from you to secure it's whereabouts.
If they won't voluntarily provide you with the surveillance video, then it seems like you could file a criminal complaint about the theft of your camera and then have the videos subpoenaed as evidence of the crime. Have you tried that route?

It was a zero sum game, no charges filed for the cops, and his charges were dropped once it reached the political level (perhaps the state felt that Mick lacked credibility). Also, "stolen" and "seized" are to different things...if the phone is gone, you can file a small claims case for the value of the "lost" property. Legal recourse.

Example - the police to not need to read you your Miranda Warnings in you are inside your home. The police typically do not read a person their Miranda Warnings unless they wish to use those statement against you - but, again it all depends on the setting. There are 10 legal exceptions to the 4th Amendment typically used.
