Pandemic have only played Maddogz once to my knowledge, to which they lost on the australian server but won on the american server. The conditions were clearly that whichever team played on the foreign server were at a disadvantage. You can't say for sure that a foreign team are better than Pandemic unless they play on equal grounds.
