When I know that silence would cause oppression and infidelity to spread and will make people go astray, in such a situation it is not permissible to be silent and dissimulate.
Sometimes, Taqiyah may lead to the death of an innocent person, if so it is not permissible, it is therefore haram ( forbidden) to kill a human being to save your own life.
Taqayya doent means only silence b/c over here hazrat hizqueel alaihis salam was preaching he was not silent but in such a way that he never make enemies he spread the teachings or goodness to the extent that it was not causing harm b/c if he would be dead there wont be any body left to taech them .

Taqiyah, is only permitted in times of danger to self or family.... like when abbasids were killing the Shias, Sheikh Tusi kept quiet and even after Halaku khan took over, his stance remained same, i.e. saving himself and his family, but due to his knowledge earn respect in Halaku's court and later saved many great scholars and scientists of Muslims
So, I don't agree with you in it, the statement you gave is a movie like scenario, that two prisoners each have to kill other to save his life, is not a taqiyah situation. but if two prisoners are executed due to their faith, then both can try to deny and save themselves like advised by Holy Prophet(saww) to Hazrat Haris(ra) when his parents were killed by kuffar in Makkah. that is Taqiyah.
The other scenario, of silence, leading to oppression, please read the life of Hazrat Imam Hassan(as) and muwaiyah(la) actions and 10 years of Imam Hussein's(as) imamat till yazid(la) took over, you'll have a good idea about the concept. Taqiyah is done for safety reasons, for example a person fear that he might be killed or harmed, if he does not observe Taqiyah. In this case it is obligatory to observe Taqiyah.
Reconciliatory Taqiyah: This type of Taqiyah is done when a person intends to reconcile with the other side or when he intend to soften their hearts. This kind of Taqiyah is permissible but not obligatory.
