pretty much anytime a dog licks its lips when there isnt food involved its because they are stressed out majorly and trying to calm themselves down. same with yawning. yawning and licking the lips are signs of stress. in a pack environment when a single dog is stressed, like if you have a new puppy crying in a crate, you can witness the calming effect. an older wiser dog will go to the crying pup and yawn repeatedly in their direction in an effort to calm them down.
