I think they didn't use this bit of monologue because of two reasons;

-GLaDOS was the one who started the neurotoxin spread, not Wheatley.

-He mentions he was the "assistant" of the guy who worked there, and that makes no sense because then he would have to be a human or something similar to operate the thing.

There was a LOT of activity between the games... With robots and such. Wheatley, the cores, the Party Escort Bot, the Turrets, everyone...

This probably is the reason why Valve didn't include this, it causes too much confusion.

So it only makes sense that he was around before GLaDOS, but then again, he was created to make GLaDOS stupider so she would be easier to manipulate and control, so he couldn't have been created before GLaDOS was turned on, unless the scientists expected Caroline to do rash things when she was turned into a computer.,, This is confusing, you're right.
