what really happened is that steven and wallace were having a love affair, but then while steven was champion, he somehow got an evolved strand of the pokeRUS, so it was only best that his lover take his place. since juan was wallace's second cousin twice removed, he replaced wallace in sootopolis gym because he was the second pokemon trainer in the family.

if u want to catch groudon and kygore go to the weather station (where u got castform) and talk to the guy there.

he will either say that there is heavy rain fall or drought(somthing like that)

if its a storm use the skill dive in deep areas and u will find Kygore in marine cave

if its a drought , you will see a cave nearby and groudon is there.

The best for pkmn emerald is blazekin level 62, mightyena level 55 to 58, swellow level 57 to 60 because of it's awesome spd and atk, golem level 59, sharpedo level 59, flygon level 56 with moves sunny day and solarbeam included do my team and u will not have a problem

Blaziken is fucking homo, Mightyena is shit because it's a team magma/aqua spammed pokemon, Swellow is boring and common, Flygon is cool, Sharpedo is pretty decent and Golem is homo, if you're ever going to get a trade evolution pokemon make it Alakazam.
