The Laws wasn't given to the Jews first there was already laws being used before the flood and afterwards. Genesis doesnt go into great detail because of tappering with the bible but by reading that is the case.

Are the Moabites and those others of the Nation or House of Horeb Israelites now too? Clearly no. I do agree with the translation "sea" as the Hebrew is ים (yam). While this may be interpreted many ways, one of which is Africa, it is not conclusive proof, simply speculation. You would have to provide much more specific evidence to prove your point.
