I remember Le Piaf on The Children's Channel back in the 1980's/1990's. And I can just about remember all the other foreign cartoons as well. There were no voices in the animation, just music and sound effects and sometimes words on objects in whatever the European language was.
These cartoons were part of a feature called "Stories Without Words", if anyone in their twenties and over remembers that far back. :)
