Talk to him and he says how i get up there. Move the bottom block out so the top block falls behind to make "steps" Talk to him again and he should get there ok. If not, go to the mail and talk to the guy there and he should tell you to go see if the new guy arrived, then go back and talk to the guy. In short, move the blocks then keep going back and forth.

dont bomb all three warp pots, free that one, if needed, dont remember, and free another of your choice. warp, warp back 2 pendants, warp, warp back, 2 pendants. a pirates platform and song of passing is even faster though.
