The biceps and forearms aren't proportional to the rest of the body, they are smaller. I've seen this happen in guys that target "height" in muscle groups too much, rather than building a base of mass. There isn't much anyone can do about the configuration of their abs, it's genetic. Guys with poor symmetry in the abs opt to keep them smaller, so they don't get wildly out of proportion. The rip on this guy is very good.
