Hi Jimmy, this is not the azan, but a takbir. You can hear it during the night of Eid'Ul Fitri and through out the month of Raya. It is a form of celebration of our victory in controlling and managing our vices and lusts for worldly matters during the fasting month. And of course, it's to give thanks and glorifying Allah. As for your question, we don't pray during azan, azan is a call to pray, telling us it is time to worship. What we do is give respect to the azan :)
