Possible creators:

Humans: Its been years since the Chief has been awake, the UNSC could have taken Forunner technology and tweeked it.

Precursors: Not much is known about the Precursors, especially not their preferable design.

Forunner: They were a (peaceful) race, unlikely.

Covenant: The Brutes got their own weapons, why shouldn't whatever the new species is get their own?

since master chief and cortana are docking on a forerunner shield world, the only weapons they can get are probably forerunner weapons... I mean, where could master chief get an assault rifle since they are probably hundreds of thousands lightyears away from any human activity.. IF he found an assault rifle on the part of the ship that's been floating space for a while, he couldn't get much ammo, so he has to find some weapons on that planet if there's going to be enemies, and that's obvious.

@DeadThouusand The Forerunner shield world is The Sharpened Shield, so UNSC forces are already trapped inside. There will be Forerunner weaponry, but it will not be used for primary loadouts. The new UNSC guns will be there, so it's kind of like using Covenant weapons.

@SlayerExopsGamers I do not believe much is known about the fore runners save that they created the halo rings. They also studied the flood on these things and may have been wiped out by the flood though its only a hint (See Halo the Flood). Also the covenant appear to worship the fore runners remains through conversation with a fore runner probe located on one of their old ships, now a covenant city. They also seek out any technology left by the fore runners.

Thumbs up if you think this is how that weapon should work: It should work like a sniper rifle but fire a large Red needle, a headshot will kill but have no penetration, so no double kills but it will cause a medium sized EMP explosion that will drain 1/2 of nearby players shields, and if not a headshot it will stick inside the target it hits and EMP 1 person (enemy or friend) and then blow up, killing the person who is impaled. If the person dies before EMP'ing nothing happens.
