If the monarchy was so great, then the Bolsheviks (and before them, Kerensky) would never have come to power. Nothing happes in a vacuum. the fact is that the World War I was very destructive to the Russian people, and the Bolsheviks promised to end the war. Kerensky would have been better for the Russians than either the Czar or Stalin--in fact, there wasn't that much difference between the two of them.

I think Ebert and Kerensky were not the best poster boys to spread western values to russians and germans since neither were extremely democratic as the events of 1917 and 1919 demonstrated. Another reason why I think they chose dictatorship was because of history. You have to remember that prior to their collapse Russia and Germany were feared mighty empires. All of a sudden it was all gone in 1919. Everything their ancestors shed blood for gone. France dictating the peace terms.
