You can't hear it because it's too loud. Singing bowls are meant to be used for meditation - hardly something you can do well in a noisy place. The bowl vibrates due to the energy being put into it by rubbing - as the bowl vibrates a little bit to produce a tone, it intensifies as long as you continue rubbing it because it emits a tone that makes itself resonate more and more. As the sound gets louder, the psychical vibration increases, causing the water to jump out.

if you hit the right resonance (harmonic), it doesn't just jump around, but will assume some patterns/waves....
