He’s from Tutsi tribe of Rwanda, but grew up in neighboring Uganda as refugee, following the overthrow of Rwandan monarch in 1959.

What the president is trying to say here is that the westerners think that they own our destiny, they always think that we africans are stupid, they want us to duplicate their democracy yet we are not at the same level yet honestly, we have so many steps to pass through.
