The obvious solution is of course to create price penalties (the motre water you use, the higher the price) for water-overusage and at the same time keep the water price low (or even free) for households/consumers that don't overrun their water quota.
im one of the VERY lucky few that never has to worry about water. The aquafer in my area is 6 feet below ground and im next to a great lake. that said I agree, Desal needs to be made cheaper and more effective.
Desalinization. We must get the costs down. And while were at it people can go ahead and get rid of their water hungry lawns for native landscaping in the Southwest.
