This is not a new phenomenon - when signals are transmitted and converted/compressed several times there is bound to be a delay. TV stations can delay broadcasts in order to bleep out bad language etc. Also, it would take a couple of seconds for the relay to be beamed to the network and then out to everyones' TV.

Don't believe me? Watch any news channel reporter interviewing another reporter on the other side of the planet and see that there is a lag between the news channel reporter speaking and the reporter on the other side of the planet hearing them.

It is standard operating procedure that live TV and live radio have a variable delay circuit at the final output. Seat has done a nice job of determining that CNN was using a 4 second delay, assuming the audio/video of both clips was correctly synchronized to begin with.
