Indiana may not be the most charming place in the world but like any place it has the potential to be a real winner. Stats show that states that rely on the property tax do better economically because that part of the property tax that falls on land values is not a tax on capital investment or the wages of labor. Any state that penalizes capital and labor relatively less than others does better. The best property tax would a tax on land values only with no tax whatsoever on improvements.
