yes but you have beat the game with everyone except him. it doesnt take long if you go to options and set the difficulty to 1 star and 1 round. just make sure the system direction is set to normal or it doesnt count. or just get to gill with twelve and use his xcopy.

2nd Impact will be extremely hard to get. its only for Dreamcast with New Generation. Its not for PS2. Onyl way to get it for a console version is maybe burn it onto a cd?

But the only reason they made him like that was to show off the full graphical capabilities of the CPSIII hardware system. But his 3rd Strike incarnation was much cooler and more accepting. I prefer 3rd Strike because of the character addition and the better visuals and graphics; not to mention the soundtrack is more diverse and appeals to a more urban environment.
