Excellent presentation. Stop all building in Calif until the water disbursement situation is resolved. Bet someone would start acting on this immediately. We need to resolve the need to protect our enviroment and appropriate water to our households, farms and ranches. California must stop continuing to build until a plan is in place to address the water shortages. Gov't needs to quit micro managing issues that aren't important and get to work on things that are critical to CA's survival.
