In my opinion Dragon Ball started slipping down after Cell Game... Majun Buu saga was basically operpowering up sayans (super sajan 2, 3, mystic) and fusions, cool but not as good as Freezer saga and well also Cell saga (all that time travel stuff was pretty interesting).
