It's because Eevee's part of the Sinnoh Dex due to Leafeon and Glaceon.

Eevee is in Platinum. You get it from the same person as in Diamond and Pearl: Bebe. Remember that any Pokemon who has a Sinnoh evolution is available, which includes Eevee.
