I think the laugh comes from putting Biden on the spot. "What have you done" comes across as a very different type of question than "are .." If he isn't quick on his feet it would sound like he's done nothing for young people and doesn't care about them, which would make him look bad.
I have more respect for Joe Biden than I do for most politicians.
