This concept governs the way that people can be recorded and what evidence is admissible in courts. I know that in the US, he would not have a case as he would have zero expectation of privacy. If a government-controlled police camera is pointing at you, you are not entitled to an expectation of privacy according to US law (and, I'd argue, basic common sense).
