Well for at least Sony Vegas 9....

Video Effect Pan/Crop, take the clip and move it in a keyframe, move it in another direction in another keyframe, and continuing moving the clip to different spots for different keyframes, and itwill shake. I beleive there are differnet ways to do the effect, but I'm not sure
