Im gonna take armandos side on this, fraga could have easily baited the haggar assist and punished with million dollars. Then his chris would be easier to rush down. I do it all the time to akuma/tron players

How is using a keepaway character as a keepaway character cheap? Chris needs to rely on his projectiles, and the Haggar assist just makes sure that it has a bit of protection. That's not "cheap" at all, it's strategy.
