Indeed some money was received from CIA, due to the actions of the brother of HHDL without His knowing, but every bit was used to set up refugeecamps and help the Tibetan in India. But that was stopped within some years. The CIA indeed directly trained the diaspora for a while but also that stopped soon. So it's oké for China to accept CIA/USA aid but not for the Tibetans?
