I think it's personal and unimportant. I think he shows signs of drinking again and I sympathize with him, he's only a puppet with a substance abuse problem, the pressure must be immense. I also sympathize with Rumsfeld, for all of his misdeeds which he knew were wrong, because he is very old and likely at the end of his life (to spend my final days in the company of traitors, hated by the planet, is something I do not envy).
