@ProjectAresPSN; My best answer to you is to go to Herzogs website and watch their Cartoppers video, then you should come to the conclusion that using a Cartopper is so much more effecient than using a flat car mounted crane. (In using a Cartopper, it advances itself from car to car and there can even be multiple Cartoppers working the same train at the same time....while the train is moving even. With a crane set-up its only able to reach within its boom radius.

The Cartopper isnt some spur of the moment idea hatched by a renegade MOW crew, its a proven design.
Not sure if the FRA or OSHA has jurisdiction over this type of operation, theres alot of regulatory overlap and turf war, but Im sure both agencies approve the use of Cartoppers The RR's insurance has to ok also.
@SweetMooch; I myself am a marine engineer; I happened to come across these guys on my last day of a motorcycle road trip from NYC to Houston. The Maintenance of Way crew is Union Pacific guys and if I understand it correctly, the Cartopper comes with at least the operator from Herzog.

Herzogs website has all the info on their 'Cartopper' equipment and some other cool stuff too.
