Of the total amount of money offered by all nations, each nations amount becomes a fraction of the total and that fraction becomes the fraction of territory they would own on the Moon.
Then the colonies should be independent after 50 or so years

@hopeso The space elevator Idea would work, yet it would be quite a large project. The spin off tech would also help with the job shortages as business does more with less every year. Jobs from new businesses are outpaced by gains in productivity and outsourcing.
A smaller project would be a large heavy lifting plane as a first stage.. Would need a large runway.
I could provide methods to improve jet engines as they seem stuck.

There are resources on other planets as well, and unlike colonization in the past, this is not targeted at a particular people, that this time they wouldnt be exploited, but would be normal workers, while humanity would reap the benefits of these things . Actually Bush is the one who said we will stop using the shuttles once the ISS is completed. Obama only told us when that will be. We will be hitching a ride with the Russians to the ISS until private American companies develop spaceships capable of carrying humans. Virgin Galactic seems to be the closest so far. Look up the Google Lunar Xprize.

NASA's budget is only a small percentage of what this nation spends, so it won't matter to us much one way or another, budget-wise.
