@ssyw2700 - There is not a set exact amounts of hits that cause a character to become dizzy. Different normal attacks cause different amounts of stun and therefore make a character become dizzy faster or slower. Lp make a char dizzy faster. Storm's flight mode lp Infinite will dizzy after about 20 hits or so, as will her corner-only cr lp juggle Infinite. Fierce attacks (hp, hk) make a char get dizzy slower. The basic range for dizzy is 45-55 hits. This 62 hit Rom is an anomaly.

My overall point is that there are many factors which affect the (invisible) dizzy meter, and so the number of hits is not the only thing that matters.
