That is the case with 65% of the politicians running this country. They are very average people, and make decisions directly correlated to their lack of intellect.

Personally, I think Mr. Cummings is slightly more intelligent than the majority of the bickering congressman that run this country.

The CEO is simply saying what congress wants to hear.
