Both are quite on par with each other. In terms of authority, Damon Gant wins since he would control Lana Skye which definitely means he can control Manfred von Karma but Manfred could be among the only prosecutors to disobey or go against Damon so my final judgment... I would say Manfred. His guilty streak and to be perfect in everything just makes me sick.
