You've captured an interesting cross-section of hydraulic phenomena in this video. The wave moving downstream at 3:57 (and at various other times in the video) is called a "translatory wave".
Also, after a flood, the arroyo is not "barren". It is full of interesting sedimentary deposits. If you want to learn more read David Knighton's book 'Fluvial Geomorphology'.
And just where in New Mexico is this arroyo located?

Yes this is Albuquerque, but this isn't the same arroyo. That arroyo was probably the North Westerly diversion canal.
