@reece45 hey peanut butter cup. Postal workers and the corporation have something called a collective agreement which is a legal contract. The corporation constantly reneges on all aspects of what they agree to every 4 years. This would constitute a breach of contract.
Postal workers are legally responsible to deliver the mail. Any delay of the mail can result in criminal charges being layed against the postal worker with a maximum penalty of 10 years in a federal prison.

@gundam Oda is the Minister responsible to approve or deny funds as she sees fit. She has every right to refuse funds to any agency if she deems it not in the interest of Canadians.
She altered a document to reflect her decision. There was no attempt to defraud anyone as the alteration was inserted in hand writing. A very obvious alteration.

It is a legal document no different than a court order or a contract. It has to be a collective adjustment, not snuck in behind closed doors.
