Not so much a rip-off considering the segments are 10 miles long, and the express lanes can save a LOT of time if it is really backed up...however...

Look at the dumbass at 0:48 crossing over two exit only lanes to squeeze inbetween two cars that are already too close together.

Unfortunately that happens daily.
