I really encourage you to focus on this point. Seriously, I'd love to be able to cycle every where but it just doesnt seem possible these's days. Imagine like a cheap transparent material covering the cycle lanes too, no rain :)

If his stats show allowing motorcycles in cyclelanes increase accidents with cyclist, you'll find it decreases accidents with cars more..&even reduces car/cycle accidents as the driver isn't having to look both sides for 2 wheels.
