One Chen master recently described the two different kinds of energies that are often called "Silk Reeling" in Tai Chi:
The one you're describing is sometimes called "Silk Pulling," and refers to a sharing of movement throughout the whole body.
The other he called "Silk Coiling" which is the actual twining force which comes up from the feet when turning the dan tian (& all the joints).
