"were it so easy" means "not so easy" meaning that the Aribiter knew the Chief was alive but watch the cutscene after credits to know why the Arbiter could not save the Chief and Cortana who are still alive.

Master chief is not dead! At the end on Legendary u see the other half of the UNSC ship. The planet at the end ... I think this is the forruner planet ... there r other spartens too(Kelly Linda Fred) dr. Hansley and the coach of masterchief from fall of reach book. The forruner did biuld halo= the sword and the forruner planet= the shield... the planet at the end is a shieldplanet of the forruners! u can read this on the book: ONYX. sry for my bad english!

ODSTs do take place in Halo 2. If you were to play the mission delta Halo, you would obviously see drop pods, and ODSTs. Even one of the troopers talk to you on that mission after you land.
