Blaming Bhutto for her own death sounds like insane ranting, and Musharraf is a pig for saying it. In a democracy, the government is responsible for the security of the opposition. That is why, in the US, taxpayers pay for secret service security of candidates.

Politicians want to get close to the public. It's not their job to balance the risks. A good security agent from the government, in the car, would have assessed the risks for her, and pulled her back into the car using force if needed.
