actually it wasnt the 3rd hokage's orders. the third wanted to end the conflict between uchiha and senju. it was orders from the elders and danzou.

the first hokage was a senju and had a problem with uchiha so he made the uchihas stay in their own district of konoha and obviously, madara didnt like the idea of that but the other uchihas wouldnt fight with him for their freedom so he held a grudge against his clan and helped itachi kill them. just to clear that up :)
