This is a failed attempt from Dicaprio at a language called Krio which is spoken by pretty much everyone in Sierra Leone. When Krio's spoken properly it's practically unintelligable to English speakers with no knowledge in English Creoles, Patois, Pidgins etc. A fairly good example is the African guy at anytime when there is subtitles as well as parts such as 0:52
It's because hes trying to speak the street african slang in this part of africa that he's in. If he spoke in a south african accent which he is supposed to have during the rest of the film he wouldnt be able to do business with this guy.
It's basically for show so the guy does business with him and doesnt take him for a mug basically.

@EJsacasa in this particular scene he isn't doing a rhodesian/zimbabwean accent, he's temporarily assumes a local sierra leonean accent and speaks in the local patois ''krio'' so he can better relate to the krio guy in this scene. it's the only scene he speaks like this. his zimbabwean accent throughoutt he movie is actually pretty good, and i've been to sierra leone, and the local fish traders will haggle down thheir prices to customers who do krio. this is actually a very good krio accent :)
