Could it be doppler mixing of reflected carrier waves off of the ionization trails of a meteor shower, or related to emissions by meteor ionization trails?
google and go to spaceweatherradio for realtime meteor echos, which sounds similar.
Interesting video. I cant add any information that hasnt already been said by previous poster, and I have heard of these freqs being used for the same purpose in the UK. What did you use to tidy up the audio? thats a very good filter program youre using IMHO? Again, nice job.
Most signals mainly would come from Lowfer transmissions. But this might be a frequency oscillation in the coax cables in the cable system. If its not from that then its a scrambled voice signal that someone is experimenting on LW on 160 kHz or 165 kHz. But since cable location systems are based on this it could be an test signal from the cable company trying find ways to see if the cables need upgrading. Good experimentation log there.

I think you got the birds chirping, standing on a power line! Joking aside, very interesting catch.

Cool Edit Pro 2.1
Adobe has since bought out Syntrillium, so the analogous program now is "Adobe Audition."
