These snakes won't have turned like this with genetic engineering but the eggs of the mother snake will have been exposed to gamma rays before they left the body. This is not uncommon but when snakes are born like this not only do the two heads fight and compete for food but they kill eachother. It works the same way as a one headed snake. They cannot control eachother because they both have a brain each.
