He can be placed in the cell strapped to chair with the mask over his face. The unit that I witnessed this was called SMU or special management unit. I used to work in a county jail, shit like this is common in order to calm someone down. I've seen where they strap the guy naked in a chair and will resort to force in order to get the person to comply. I witness an officer take out his handcuffs and use them as brass knuckles in order to stop a fight. This is obviously a county jail. moreover I used to be a detention officer and these guys work heavy overtime and are stressed the fuck out. I have seen it go overboard due to stress.

Weapons such as tasers are used in a County Jail when the prisoner is overtly violent and cannot be contained. The purpose of chair is to force compliance, moreover in order to calm him down he will be placed back in his cell strapped to the chair. It can be hours but no more than 6, in addition utter humiliation along with isolation will force the person to comply. If all else fails he will be forcefully tranquilized and and strapped to his bed. I've seen this done and assited a few times.

It's part of a the defensive tactics/force reaction policy adopted by most county institutions. The purpose is to achieve compliance by humiliation, moreover when you work in a jail the amount of bullshit you see and do everyday adds to the atmosphere.
