I once had just gotten on my school bus and we have a tornado siren in the school yard and right as we got on the bus and they pulled away from the school, the sirens went off! The busses turned around and quickly sped back to the school and all the students were instructed to run back into the building. As we did, I had the chance to look up and as I did, there was a funnel cloud forming over the school! Talk about awesome!
I think they TRY to make them as eerie and creepy as possible, to let people know that this tornado means fucking business. I agree with Fishstixj4 though, I think the Russians are coming EVERY time.

It sounds nothing like the usual 10/12 Carters/Castle Castings siren. This sounds as if it's a T-121, an Eclipse 8 or some omnidirectional 8-port siren.
I lived in Coffeyville, KS for some of my childhood... we would get terrible storms and the sirens would go off, but we were never hit by a tornado... Also, they would sound the sirens one whail every day at noon to signal the lunch/shift changes for all the mill workers in town, so I got used to hearing them pretty quick.
