Just becuase something is unidentified doesn't mean it's an alien spacecraft. I do believe we are being watched by at least one superior race, but in this case the well flares make much more sense. Notice how the spacing of the lights stays exactly the same. As far as undentified radar blips go, just talk to somebody in the aviation business and they will tell you that blips are very common, especially short term ones.

They are clearly looking DOWN from above the clouds to the ground/ocean (the shadows on the clouds show this). Oil rigs on water is an explanation especially since each light has a reflection beneath it (just like lights reflecting back from water below). I'm not convinced it is aliens, even if I think they quite conceivably could be visiting. We must make could study animals!
