Yes both sides need to agree for peace to happen. To make it worst theres more than just 2 sides. But who ever has more power has greater effect and should have more responsibility especially with there actions. I do feel however that we can archive peace if one side at least talks with words instead of bombs to achieve peace. Its a much more time consuming process but in the end if your patient you will eventually get peace:) If everybody was like this wars will rarely happen.
